You need to complete 5 out of the 10 goals in the Mall to unlock the Venice Beach level and this achievement.

I made a video showing how to complete every goal in the mall. I start from the beginning of the stage for every goal and complete each goal using the simplest path possible. Click the annotations to skip to any particular goal.
