Firstly, you need to unlock all the graffiti - this is done by unlocking characters and collecting Graffiti Souls. Make sure you finish Challenges issued by Garam, Mew, Slate, Piranha, and Yo-Yo; unlocking Pots does not unlock any graffiti, but unlocking Goji does.

You can check your graffiti acquisitions through the Graffiti menu; boxes with numbers are graffiti items you haven't collected / unlocked yet, dim "G" icons indicate that you've got the graffiti item but haven't used it yet, and a bright "G" icon indicates that you've used it.

Then it's just a simple (but somewhat time-consuming) matter of using all the graffitis in-game; of course, you can only have one of each size selected at a time, so make sure you've got a dim graffiti selected before starting a new level.

For speed, it's best to use the Grind Square Jet Graffiti challenge with a low Graffiti-skill character - Love Shockers, Slate, or Tab. This level should only take about three minutes to complete; once done, duck into the Graffiti menu and select the next dim icons. Rinse and repeat.

Shand Alk3 confirms that it's possible to start a level, spray your three different-sized graffitis, and quit; I reckon Grind Square might still be the best quickest option there; hit the rail directly in front of you, grind across picking up paint and tagging one of the S tags on the way, jump across to the middle section for the L tag, then jump across to the two XLs on the other side via the rails and statue.

The Achievement will unlock once you've sprayed your final unused graffiti; there's no need to wait until the end of the level.

(Note: I do not know whether it's possible to just spray the graffiti, and then quit the level; that would speed things up a fair bit.)
