This achievement is easy but will take a while, simply because you have to capture all remaining islands in the dead zone, both enemy and neutral islands. I recommend combining it with 6 other achievements to be most efficient and not have to play too many strategy games.
This achievement only counts for strategy mode!
If you want just this achievement, start up an easy strategy game with
Captured Islands Count: Most or 100%
Now, race around to the neutral islands as fast as you can to start building command centers(neutral islands all have destroyed command centers). Make sure to bring along extra modules to build command centers with. You won't get attacked on neutral islands. Once you've finished off starting builds on the neutral islands, take the enemy islands--effective use of Manta's is the fastest way.
Once you have captured all the enemy islands, if your neutral islands have all finished building their command centers, you'll get your achievement!
Otherwise, just combine 7 achievements like I've detailed below to be most efficient.
Load up a strategy game with these settings:
Captured Islands Count: ~75%
Enemy Strength: Weak
Startup Resources: High
Islands Output Rate: High
Victory Conditions:
Destroy Enemy Carrier: Required
Make sure when the game starts that the enemy has at least 5 islands!
Do NOT load a saved game until you have captured the first 5 enemy(red) islands! (you can save your game)
Now, you can simply head straight for the enemy's stockpile, although I recommend you build a few manta's, fuel cells, and your favorite Manta gear. My favorite manta gear was shields(not needed on weak), ammo box, gatling/laser, rockets/missiles, and for this difficulty if you're using shields, NO armor. If you are using ammo box, then use at least MK1 armor.
Once you have your gear built, head to the enemy stockpile island which you should be able to find easily by highlighting each enemy island from the map view, pressing
, and checking the island details.
Taking over the island will be really easy, but DO NOT destroy the command center, and DO NOT reload a save point! Just use your Manta's to decimate the few defenses, then send in a Walrus, or even use a Manta with hook to carry the Walrus in.
Capture the island and you will get:

for capturing your first island without having to load a save file.
Now use the same game, capture 4 more enemy islands WITHOUT loading a save file, and you will have gotten your 3 Hardcore Island Capture achievements!
Now you can relax about the saves. Build 2-3 torpedoes, and hunt down the enemy carrier who is probably busy attacking your islands. When you find him, try to catch the carrier when it is parked looking at one of your islands. If you can catch it parked, then you can sneak up with a Manta and get a 'cheap shot' on it. Otherwise, having to chase the carrier gets annoying fast as it seems to be able to sail faster no matter what! I personally loaded up two Manta's with torpedoes, got close to the enemy carrier without being detected while it was parked, then launched both torpedoes about the same time by switching Manta's rapidly. Both torpedoes hit before the carrier could react and the carrier joined the fishies!
Select continue when the game asks, and now on to the other achievements!
Start by capturing all the islands in the dead zone, and while you're capturing them all, start switching all of your islands to production/research. The best combination once all islands are captured will be about 15 production, and all the other islands on research(mining). Once you've captured the last island, which for me was a neutral island, you will get:
Follow this up by queuing up 100(You cannot stockpile more than 100 of any item) Torpedoes or any other really expensive items, put your carrier into infinite time-warp by running out of fuel, and keep building expensive things until:
And, finally, your last achievement is really simple--queue up as many of the cheapest items as you can, starting with Fuel Cells(50), and build them until you get:
