Set up a Backlot Battle with a boosting buddy and have him park parallel to a wall. Hit him square on right behind the rear wheel 20 times for 1000 points a pop to unlock the achievement. If you hit him square on in the center of the car you'll often only get 500 points so make sure you are aiming for the sweet spot right behind the rear wheel.
