Very easy when done on a higher level. Your buildings DO count. they are easier to get into and nobody will shoot at you. Stay in Little Italy. When you bomb a place your police wanted level fills up. After you use all your bombs, let the police kill you. You will respawn with half of your wanted level gone. Go down by the FBI agent and there is a black market bomber on the steps of the building. buy as many as you can. Rinse and repeat.
