The update adds several new cars which must be won through "special events", which, some time after the update, have not materialized. Since the achievement requires these new cars to also be upgraded, it just got impossible.

:: Below is the unedited text of my original (ver 1.0) solution ::

Welcome to the biggest grind of any achievement in this game. After reaching 405 stars and winning every championship race and thereby unlocking every car in the game, and then earning all the money to buy them all whether you want them or not, you may be dismayed to find that you are not even close to done.

Firstly, you will need to unlock every upgrade, and that means earning a total of 415 stars. After unlocking the Veyron, you'll be on 405. So you'll need to either get 10 goals done (remember you can pay to skip them if they are undoable, online ones for example), or if you're desperate, buy stars with real money.

Once that is done, you'll need to buy every upgrade; all 36 of them, not just for one car, but for all 60 of them. 2,160 upgrades in total. Given that they cost on average around $18,000 each, it's going to sting you for near $40,000,000.

The easy way out of this is to pay the $200 / £140 of real money to buy two $20m packs. But for those of us that aren't lucky enough to be oil barons or international playboys, it will need to be done the hard way.

So this is where the real grind begins. To make this as painless as possible, I found the quickest way was to do Quick Play; Paint Job; Moscow. It doesn't really matter what "tier" of car you use. Each run should take easily less than a minute (45 seconds is my best) and you should get around $120,000, just over actually. If you get bored with Moscow, Nassau is almost as short. You can hit retry after every go to reduce downtime, and even accounting for loading time etc, you can earn around $6,000,000 an hour, about enough to fully upgrade around 10 cars, a whole tier of cars at least. I recommend having one eye on the TV or listening to music as you do this and the time will sail by.

I started with the Veyron SS (the final car in Tier 7) and worked back through each car in each tier one by one, completing a tier each day and was therefore done in a week without ever getting bored.
