This is the way I got it. You will need to be able to get to level 4, which is the first point up stage. This is a bonus stage, where most of the enemies (except for one large plane) do not shoot at you.

You can set the play to Easy in the settings, and do this in Arcade mode.
I set it to international mode. It is possible the Japanese mode might be
easier. However, do not do it on Hard, or Ultimate, because the enemy planes WILL SHOOT at you on the bonus stages.

Get through the first 3 stages. If you can do this without dying, you will
have double fire power, and also the double wingman. It is possible to
get the 100% with just the double wingman. MAKE SURE YOU HAVE THEM going into stage 4. If you have only 1, kill yourself and get the powerup again. I don't know if it's possible to get 100% with only 1 wingman.

Once you're on the bonus stage, stay near the middle. Quickly kill all planes as they come onscreen. You will need to kill all large ships, the slow bonus (5000 points) one, if it comes onscreen also, and all the midboss planes.

There is one tricky area where the red bonus planes come out. You will need to stay on the left hand side, kill all those planes, then slowly come down, killing all the silver planes, and then shoot all the red planes on the right hand side. This will be the hardest part. If you get past this, you are almost there.

The next key, is at the end, the planes come out in waves. Learn to time your shots right. Because at the end, there is a point where if you are too high up, your plane stops shooting, and the level ends. If there are planes coming onscreen, you can't shoot them, and will lose the 100%. Stay as low as possible and fire in bursts, so that no more planes come out as the level ends. That should give you the 100%.

Don't die, as this makes it almost impossible to get the 100%. So do this in one man.

This might be able to be done on other bonus rounds, but they get much harder as the game goes on.

1942's shoot down % resets after each continue, so you can get 100% by continuing at the last part of a level and shooting down all the remaining enemies from there. It is nearly impossible to 100% an entire stage start to finish.

This is by far the easiest method to get this achievement:

important settings:
difficulty: easy
lives: 1
make sure you configure an autofire button

play to stage 3. when you get to the second formation of the red aircraft, you'll want to game over and continue. Any time you die from here till the level's end, you will restart right before the wingman power up. If you happen to miss an enemy, die, continue, and try again.

This is the easiest way, but it still frustrating and requires luck! Sometimes (very rarely) you will see a green plane fly the edge of the screen never giving you the chance to shoot it. The game also has a bad habit of spawning enemies JUST AS THE LEVEL ENDS so weave back and forth within the center of the screen never letting go of the fire button until the stage ends!
