  This solution follows the same guide lines as the 10 HEAT solution.
  
  Ok I just got this achievement and if you are like me and missed it during the tutorial then this is what you are going to have to do.
  First of all mind you I was at RANK 10 when I did this if your not then you will have to work a little harder but it can be done. The Porsche I used started at heat 3.
  
  1. You are going to need techs SHOCK WAVE and the JAMMER.
  
  2. Start the race GULLWING its a Med difficulty race to start building up your heat and multiplier. I restarted the race until I reached heat 5.
  
  3. Locate the repair shop on Interstate 4 you will find it at the bottom of the map, this is the shop you pass right by coming to the end of the race, keep repairing your car here do not go back to hide out warning keep restarting the race until you hit heat 5.
  
  4. At this point try not to go to far from the repair shop, find other racers close by to get the cops to chase you.
  Hit the cops with the shock wave this will build up your heat and multiplier by the time I reached heat 7-8 I found myself staying with in 100 -150 yard from the repair shop.
  I would just keep running through the repair shop to keep fixing my car.
  I had like 4-5 cops and a helicopter trying to take me down.
  Use that Jammer and keep hitting them with the shock wave, if you can try to take out a cop or 2 this will increase your heat and multiplier quite a bit.
  
  5. Once you reach heat 10 your multiplier should be high enough to pop the achievement for both multiplier and HEAT achievements if not hang in there a little longer till it pops.
  
  Once they pop if you are feeling lucky try to make it to the hide out that is close by, its right on Interstate 4 not far from the repair shop you are using if you make it super that's an added bonus if you don't no big deal you still have your achievements

  This can be done during the Racer tutorial. Play the tutorial as you normally would. When you have to go back to the hideout do no got back. I repeat DO NOT GO BACK TO THE HIDEOUT. Instead, race other cars and make sure you visit the repair shop often. After no more then 30 min. you will have:

  Luckily I read this in the walkthrough just after the racer tutorial, and went back and immediately deleted my save. I remember stressing far too much with previous NFS games to deal with achievements like this. Thank you!

  Following something similar to what others wrote, I just kept repeating a specific event until I reached the goal. I will explain what I did to get this achievement in addition to these two in quick succession.

  1) Use whatever car you're comfortable with, I was in the McLaren 12c Spider at Rank 13
  
  2) I used Jammer and Shockwave as my pursuit techs, they don't even need to be high level
  
  3) Find the ESCAPE VELOCITY Interceptor mission, it's on Interstate 4, about half way down, on the left, in the desert area.
  
  4) Start the Interceptor and immediately back up into the cop and deploy your Shockwave to knock him away. After doing so, drive as fast as possible down the highway until you reach the exit on your right, take it and make a left to go under the highway you were just on. If you follow this road you should reach a repair station. 90% of the time, by the time I reached this repair station, I was already escaping and could just wait for it to finish. If you're not escaped yet, just keep driving until you are, then immediately start the event again.
  
  5) Repeat the exact same process over and over again until you've gained enough Heat (and in turn enough of a Multiplier, which will also gain you a drastically higher amount of SP every time you finish the event)
  
  6) Once you've procured enough SP to your liking, and have the 10 heat and x10 multiplier, rush to the nearest Hideout, and bank your sweet sweet money.

  Here's how I did it, since I wasn't able to use the Tutorial method, and this was TONS easier than the other suggested methods.
  
  Pursuit Tech:
  Shockwave
  Electrostatic Field
  
  Now load up the Interceptor race: Great Escape. There is a hideout that is less then 10 yards away and there is a repair shop just up the road, start the even and make your way to the repair shop, now start running circles and shockwaving and ESF'ing everything around you. I hit the lvl 10 heat and the 10x multiplyer very quickly, and then I simply drive about 100 yards down the road straight the hideout you started in, banked over 200k points and got both achievements.

  I found an even "easier" way to get the following three achievements in one go (as Racer Lvl 5 in my Aston Martin).

  First get in your car and equip it with ESF and Jammer (I used Lvl 1). Then start somewhere neer a speedway (road with 4 lanes) and go get yourself a cop to hunt you.
  
  Drive on the speedway until you find a repairshop but make sure the cop is still there. Now the fun starts start driving "circels" through the repairshop so that you don't have to worry about damage and your pursuit tech gets reloaded.
  Use the jammer in case cops try to lock EMP on you and eht ESF to deal damage to them. It might take some time (perhaps 15mins-30mins) until you got
  
  a.) Heat Level 10
  b.) Multiplier 10
  c.) 500.000 Points
  
  then repair a last time and set a waypoint to the nearest hideout. On the way there make sure you use your ESF when cops try to knock you of the road and the Jammer against their EMPs... worst case you get busted and have to do it over again for the third achievement but at least

  I'm surprised nobody else has posted this already, but I was searching the net and found an incredibly easy way to get this - no destroying cops, no upgrading cars (this is NOT my video, all credit goes to Bobby Neal on YouTube)
  
  Basically;
  Interceptor 'Panic Attack' - East side (no idea when this unlocks, but I was racer level 10)
  Reverse straight back onto the highway, trying to avoid the cop
  Drive straight down the freeway
  No matter what, the cop will not be able to touch you
  
  You don't even need a fast car, I even had a helicopter after me at one point and that randomly changed direction. The ONLY thing I found that made the pursuit resume was if I wondered into the incoming lane of traffic before I had fully escaped.
  
  Follow this and you can get this achievement in less than 10 minutes. Will also work for Heat Level 10 and Multiplier x10.
