Simple way, until the end of the servers on May 11, 2010. Make a ranked match with wager on. After someone joins, hit the first shot. After that, just quit out. You will get credit for the wage and the lost. Wins does not count, but money does change hands. After getting 25 plays/wagers, it will pop up in the online lobby.

Sorry but this achievement is no longer obtainable as of 5/12/10. The servers were shut down on this game as well as Tiger Woods PGA Tour 08.
