My recommendation for unlocking this achievement is to do it in Custom Cup from the Main Menu.

However, it is possible to do it in the Extra Championships by choosing the OZ Racing Formula A World Sprint event if you prefer.

Expect to have to try some tracks more than once to get a fast enough time, I found some more difficult than others, as some tracks are quite unforgiving, but you can restart in both event types and still unlock the achievement.

If you are using the Custom Cup option, the set up is as follows

Vehicle Discipline: Open Wheel
Vehicle Class: Formula A
Race Type: Sprint
Number of Events: Optional, set it for 1 track, or set it up so you can complete all the tracks needed for the Sprint pack achievements.
AI Drivers: Easy or Medium, any slower and you will need to pass them on track which can slow you down
Event Details: Select the track or tracks you want to complete
(Listed as they appear in the OZ Racing Formula A World Sprint event)
California - Big Sur
Cote d'Azur - Route d'Azur
Okutama Sprint - Mizu Mountain
Hong Kong - Peak Road Descent

Advanced Options: Practice Duration = Off
Advanced Options: Damage = Visual Only
Advanced Options: Flashbacks = Unlimited

The key to this achievement is vehicle set up. You will be racing on a narrow and twisty road, so tuning of the car is essential. You need to be aiming for a fast acceleration and high down force so you can get the power down and turn the car quickly.

I used igor5618's tuning suggestion in another solution as a basis and found that by setting the car up as follows, I was able to do some good times.

Brake Bias: +30 Rear (3 marks to the right)
Differential: leave unchanged
Downforce: +50 High (5 marks to the right)
Gear Ratios: +50 Short (5 marks to the left)
Suspension (Front & Rear): +30 Stiff (3 marks right)

This set up gives you a car that has quick acceleration, as you never really have an opportunity to get onto a long straight for top speed, good grip through the higher down force which lets you have a higher corner speed.

Make sure you apply all 3 available upgrades

Make sure you turn off Stability Control it really isn't needed and if you've played any of the main game, will know that it's very invasive and slows the car down significantly.

You can leave ABS and Traction Control on

I prefer to have the full racing line on for this type of event, just so I can keep a track of the ideal.
As mentioned some of the tracks are quite unforgiving and a wide corner here or there can be enough to make you miss the target, for me in particular Okutama Sprint - Mizu Mountain took several retries.

In terms for driving style, you will need to push hard even with the above set up, but retain control and make use of the Flashbacks.
You can be a bit scruffy on some tracks and get away with it and still do a quick enough time, so don't think you need to be perfect.
However, if you do have a serious loss of speed, several clipped walls, or a very wide turn, I would suggest using flashback straight away until you get a better line through that section.
