The usual precision shot in any other FPS is the infamous "headshot". Same applies for all other enemies in Destiny like the Cabal etc. (and the related achievements) but not the Vex.

If you're hunting down the robotic Vex in Destiny to get this sweet 20 points cheevo actually the weak spot is the chest area which is a glowing white spot. You can tell if your shot hit the right area when the damage number is shown in yellow. Make sure the last damage you deal is a precise yellow shot to the chest!
This applies to the following bipolar vex: Goblins, Hobgoblins

NOTE: Minotaurs do NOT have a weak spot.

(I suggest trying to headshot them with the final shot, that could add up to the 25 precise kills - so far unsure, when I hunted down the achievement they did not appear - thankfully, since they are a pain to kill.)

Note: The hovering two Vex classes Hydra and Harpy fancy a glowing sensor in their center. This is their weak spot, again your last shot should hit them exactly there dealing yellow damage.

I suggest using Scout Rifles (ideally upgraded with a proper scope) for that purpose. Sniper Rifles are great too, but you will be lacking ammo quickly, so if you solely rely on them you will be forced to get up close and scavenge the area - too dangerous.

If you struggle at a rather low level with this achievement: relax and level up a bit more. You will surely repeat this procedure with ease without even trying to achieve it over and over again later in the game when you are more powerfully equipped.

You will find your first Vex in the Game when you reach the Planet Venus. I was around Lvl 12 Warlock when I obtained the Achievement. Surviving is crucial as the description tells you - you need to kill 25 of the Vex with precision kills without dying, but they don't have to be made consecutive so if you miss a few precise kills don't worry as long as you don't die you will be fine. But if you do your kill count is back to zero forcing you to start again.
