This achievement is earned by winning a single championship event ten times, in each of the ten divisions. The divisons are:

-Classic Performance
-Classic Supercars
-Cult Classics
-Performance Cars
-Sports Cars
-Street Rivals

It's pretty straightforward, just make sure to have at least one car of each race division in your garage (you can sort the cars by race division at the autoshow by hitting 'X' on the car list to make it easier). The easiest way is to turn the opponent difficulty on 'Easy', and then just don't make any massive errors in the race (and if you do, make sure you have rewinds turned on and use them when you need to).

To change the race division in the event entry screen, press right on the d-pad or stick to move to the "Change Division" button, and then select whichever division you want to race in. If you don't have a car in that division, you cannot race that division at that time. If you don't know if you have cars in that division, a little white garage icon will appear in the lower left hand corner of the Change Division screen for each corresponding division's button.

Some of the race divisions have very pricey cars, so this isn't an achievement you can pop in your first ten races. I'd suggest you buy the Ultima as your Hypercar class entry (110k Cr), and then something modest yet competitive like the Nissan GT-R as your Supercar. I used a lot of the barn find cars in their respective classes to great success.

Another small piece of advice is to unlock the perk for fast travel to anywhere on the map, and to start tackling events AFTER you've at least gotten all of your reward signs so that you can fast travel back to the start of the event each time without giving back all of your race earnings. If you just want this one achievement, the best way to do so is to find a circuit race that drops you off at the event entry point, so that there's no driving back to the start line after every race in every division.

Your achievement will pop in the victory screen for the tenth (and final) race division that you've won in. Do them in any desired order, and they don't have to all be at one time, so leave and come back at your leisure.
