Best way to do it (12:50 timer for me) I've found is the following.

Run past basically everything (take some pot shots here and there if you feel like it. Ditch the Pistol for a Plasma Pistol and use it + Assault to Quickly take down Elites. Practice that a lot, its critical later.

Run to where you first get ouside, grab the warthog, drive it to where the tank is, but instead of grabbing the tank, grab the ghost a bit further up on the hill. Continue flying past everything, down into the tunnels, only getting off the ghost to open the giant blast doors (dodge hunters while you do this).

Eventually you will have to go back inside, after driving your ghost past the barriers, over the invisible sword elite, up the hill and finally into the two turrents. Carry on in the same fashion as the last time, running past damn near everything until you get out to the giant snow bridge where you can see elites grabbing banshees.

Instead of letting the Red Elite get into the first banshee, charge up a plasma pistol shot and fire it right into him, stunning him, either finish him off with a punch or take the banshee then and there if you are close enough. From here, fly to to the top of the structure, open the blast door, get back in the banshee to clear out the rabble (no reason to risk that sword elite spearing you) and fly into the control room!
