I have made a quick map of where you can find a Firetruck.

Please note* it has to be a Firetruck with a firehose and not a ladder, so the one in San Fierro (western city) won't work. i recommend you do it in the starting(southern) city
Edit: Apparently firetrucks with Firehoses spawn in San Fierro to but it isn't 100% that that type will spawn the first time you drive there. Thanks to: SMlFFY

Enter the Firetruck and press the button on your screen (default is pressing cn_RS) to start the Firefighter mission.

*Note! make sure you don't press Right stick (or the button you used to start the mission) that will cancel the mission and you will have to restart completely.
exiting the firetruck will also cancel the mission, so try to avoid getting stuck and flipping upside down.
This has happened me multiple times, so be careful.

You will get a blue marker on your screen, go there before the timer runs out and extinguish the fire on the car and sometimes humans that go out of the car, (cn_B to shoot the water(default controls))

This is more based on luck so i can't really give an exact solution. but i will give some tips.

The bigest chance that you fail the mission is that your Truck flips upside down get stuck or break down in any other way. Focus on driving safely and you should be able to do it fairly easily. The game gives you plenty of time so you should be able to drive slower without failing by time.

make sure that you put out the fire on everything, sometimes People will run out of the burning car and they might move away from it, look at the mini-map for blue markers

you can pause the game and plan ahead where to go first, the timer will stop when you pause it, back to expand the map.

You will start of by 1 burning vehicle at the time but the higher level you are at the more burning vehicles will spawn.

start the firefighting missions in an area of the map that is easy to navigate and that doesn't have any complicated roads and bridges. said that you can do it in the country side witch is easy to navigate and drive.

Other than that it is pretty much straight forward, you should have more than enough time to extinguish the fires and reach level 12 so you may want to focus on driving a bit more carefully to avoid having to restart.

After you have mastered the firefight mode you will get a resistance to fire.
