Firstly you need to unlock the Battle of Anegawa scenario, please see this guide on how to do this:

Samurai Warriors 2: Empires Scenario: Battle of Anegawa The Scenario: Battle of Anegawa achievement in Samurai Warriors 2: Empires worth 118 pointsUnlock the scenario "Battle of Anegawa" and save your game.


Once you have unlocked the scenario, start it and select to play as either Nagamasa Azai, Nobunaga Oda, Yoshikage Asakura or Ieyasu Tokugawa. On the first turn do whatever you want with delegate, decree etc and choose to not invade, skip to the next turn. You will be asked to participate in a special battle. Select to take part and play the battle, it doesn't matter if you win or lose. Once the battle is over, don't forget to save your game to unlock the achievement.
