A easier way to get this is to use inspection until you unlock exemption. Then use this until it unlocks benefaction. After unlocking benefaction, use it as much as possible until you have 1 fief left. After this, get the 4 guardians achievement. After the cutscene with the 4 guardians, use benefaction and they will give you the horse.
