Obtaining this mount requires a little luck. First, you need to capture a fief (or state) that has a port in Empires Mode. Then, during the Strategy Phase before battle, you need to use the Chinese Trade Negotiations policy under the 'Decree' order. If you don't get it that time, try again until you do. Sooner or later, you'll recieve this mount unless you already have 4 horses. As it says, the achievement won't pop-up until you save your game.
