You get access to the flamethrower during the second mission, "Huron Ave." Fishman comes equipped with one, and you can also buy one from the crime lord on that map. You don't have to use Fishman to unlock the achivement, so if you want to use someone else, assign a flamethrower to him or her before starting combat.

Your basic strategy is going to be to use your three non-flaming characters as bait to draw the enemies into a tight group. Some combat maps will work better than others. You're looking for one that has a lot of melee characters like Pickpocket and Jacknife, because these always converge on you. You're also looking for one that has hallways or other ways to funnel the enemies into one small area. Finally, you need a map where your flamer can stand nearby but out of sight, so that once the enemies are in the right position, he can pop out do what he needs to do without having to waste precious movement points getting there.

Finally, while you can try for this achievement as soon as the first combat on the second mission, it might be easier to wait a little while, so as to get your characters leveled up some. One action point can make the difference between getting this achievement and not getting it.

Consider bringing Two-Gun as one of your bait characters for his "Go Get Them" power, which adds one AP to all characters for one turn. Also, if your flamer is Fishman, use his "Toughen Up" power if he does get spotted, so he stands a better chance of staying alive.

I used the map Flophouse Flush during the fifth mission, "Bacharach Blvd." I sent my three bait characters into the first room. I had them use their guns a little to make sure all of the enemies on the map were alerted. I also had a character with a machine gun, which I set up, but didn't fire, to keep the ranged enemies from camping at a distance and to encourage them to join the party. I kept Fishman out of sight, behind the first doorway.

Once you lure five enemies close together, let your flamer come out and make his move. You're only going to get a few squirts in one turn with the flamethrower, so make them count. Remember that you can move between squirts in the same turn. I had 11 AP, so I used two non-aimed Flame Cones for 4 AP each and one non-aimed Set on Fire for 3 AP. I was lucky and set everyone on fire that I aimed at. I actually got five enemies on my first two squirts, but one of them died, and the achievement didn't unlock. Fortunately, there was a sixth enemy nearby, and I was able to go over and squirt him and unlock it.

Remember that the flamethrower doesn't always hit what it's aiming at, so you may have to restart the combat a few times. Keep at it, and eventually the enemies will be standing in the right position and your flame blasts will hit.
