This achievement is unlocked by completing missions or neighborhoods 11 and 12: "Ohio Ave" and "Pacific Ave" on any difficulty. For those wanting more details, I have outlined these missions below. These are based on notes made on an easy difficulty playthrough. Some details may be different for harder difficulties.

MISSION 11: Ohio Ave

Start with $3,000, $$1,000, 0 beer/liquor, 5 firearms, 50 liked, 42 feared

Weapons available:
- Exceptional Shotgun, from Crime Lord for $1,000, gift is $1,000.
- Exceptional Machine Gun, from Deputy for $1,500, bribe is $1,000.
- Knuckledusters knuckles (unique), from Deputy for $1,500, bribe is $1,000.
- Exceptional Knife, from Deputy for $1,500, bribe is $1,000.

1. Drain Eda's Wealth of 1,000,000. You will have three opportunities near your hideout. Each time you use one of them, something similar to it will appear in its place after a while. Another opportunity requiring at least one Lawyer will appear after you question some informants. Finallly, you can attack the enemy hideout to weaken Eda. This does not require that you weaken the rival gang first, like it usually does, but it does require the usual 25 firearms. The objective of this combat is to eliminate the target, who is called "Gansgter Boss," and escape. If you win, Eda loses $100,000, you gain control of all of his properties, and your properties will no longer be attacked.
When you drain Eda's wealth down to 500,000, he will make his move, so you will be forced to devise a plan to stop him. There are four steps to the plan, with 3 choices to each step. The choices for each step do not depend on your previous choices; i.e. they are four independent decisions, not a decision tree. The choices, and their associated needs, are:
* Step 1
- Intimidate the guards: 75 Feared
- Bribe the conceirce: $5,000
- Fake delivery: 60 beer
* Step 2
- Blow up a nearby building: combat encounter
- Organize a party next door: 40 liquor
- Arrange a police raid: $$2,500
* Step 3
- In the parking loot: Lookout
- In the lobby: Hit Squad
- In the penthouse: 25 firearms
* Step 4
- Customized armor cars: Auto Shop
- Orchestra disguises: 70 Liked
- Set the hotel on fire: 60 liquor
- LEVEL UP to 12 here.
2. Prepare for the heist. Complete the selected requirements of the four steps above. Your heat must be at 3 stars or below. The next combat will begin automatically as soon as you complete the four steps.
3. Combat: The Heist. This is a two-stage combat. The objective of both stages is: Take out all opponents. Mikoto is unavailable for this combat, as well as for the next mission.

Don't fill the contracts near your hideout early on. Focus on getting your businesses running and on getting a lawyer established. Protect your lawyer(s) with goons right away; they're too expensive to lose them to your rivals! Next, obtain 25 firearms and attack the enemy hideout. After that, fill the contracts with your excess production. While you're waiting for Eda's money to drain, keep your eye out on a Heat job from Deputy Kingsley so you don't get stuck on the heist preparation. If Mikoto has the Hanzo and you want it to be available for this mission or the next one, take it from her before you complete the fourth step of heist preparation.

MISSION 12: Pacific Ave

Start with $6,000, $$200, 0 beer/liquor/firearms, 47 liked, 50 feared

Weapons available:
- The Kenshi katana (unique), from Crime Lord for $2,500, gift is $1,000.
- Exceptional Knife, from Deputy for $1,400, bribe is $1,000.

- Mikoto is dead. You should hire another gang member.
1. Remove the police and national guard threats. You must question enough informants to reveal the contacts for these two threats. The police threat requires two informants and costs $8,000 and a combat mission. Until you eliminate this threat, your heat level cannot go below 3 stars. The combat is "Kingsley the Backstabber" and the object ive is to take out all opponents. Continue to question informants to reveal the National Guard contact, which costs 200 Beer. You'll also find two National Guard checkpoints, which drain your firearms as long as they are active. You can deactivate them temporarily with 30 beer or a combat.
2. Eliminate Eda's gang. As usual, you must reduce the rival gang's properties, not including the hideout, to 5 or fewer, and you need 25 firearms. This begins the last combat of the game.
3. Combat: This combat has three stages. The Boss must participate. "Hideout Entrance" is the first stage. Objective: Enter Eda's Hideout. The second stage is "Eda's Hideout." The objective is to take out all opponents. The third stage is "Showdown," and the objective is to take out all opponents.

It's hard to operate with the police threat active, so it helps to raise a lot of cash quickly. That's what the two banks are for. If you start the job with a hitman (like Squigs or Pops), you will get $3,750 from each one. When I did it, it started me with my gang inside the vault with the money, and all we had to do was escape. You also might be able to auto-resolve them for instant money. The National Guard threat isn't as big of a nuisance, so don't deal with the checkpoints; just save your beer for the riot. Eda's gang becomes very aggressive at the end, so you may need more than one Security Agency to stay ahead.
