Hardline difficulty is unlocked after beating the campaign on officer or higher difficulty. You will receive an on screen message notifying you of the unlock. Lower difficulty achievements will unlock if you happen to skip over one.

There are already plenty of walkthroughs on YouTube, so this solution is only meant to give you a few basic tips to make the challenge a bit easier.

1. Stealth is your friend. If you beat the lower difficulties with a run-and-gun style like me, you will quickly find this is now MUCH more difficult. In general, 4-5 shots will kill you. A shotgun blast is almost always fatal.

Keeping the above in mind, I've made generous use of arrests and takedowns. I barely fired my weapon in the first few episodes and tried to stick with my taser if an enemy turned on me.

Don't forget to make use of your scanner. It is the best tool to keep tabs on enemy locations and gives you an idea of what you are walking in to.

2. Know the maps. You've already played through the campaign once so you should have a basic understanding of enemy locations and behavior.

There are multiple groups of enemies throughout the campaign that can be completely avoided. For example, I only had to arrest 4 people and tase another 2 on the final episode (and there are quite a few enemies!). I did this by sticking to the outside of the map and sprinted by enemies before they got a chance to move in my direction. This not only cuts down on conflict but shortens the length of the episodes as well.

3. Choose the right tactical set up. If you are playing hardline difficulty, you should have a majority of the weapons unlocked. Two very important attributes are accuracy and stopping power. Running at a group of enemies with an Uzi probably won't get you far.

Always stop at the tactical supplies after you assess the situation ahead. Generally, my pistol actually was my primary firearm in open conflict. But some of my firefights could have been avoided entirely had I chose a silenced sniper/pistol combo over my M416/Bald Eagle combo.

Other than firearms, I never got rid of my taser unless the game forced me to for story progression. The taser only takes one hit AND it's silent. There are armour and health packs available (among other things), but they don't make a noticeable difference at this difficulty. Try to pick something that you feel will give you the highest advantage in your upcoming confrontations.
