  Talk to Varen
  Choose your companion (Talk to Lyris or Abnur)
  Wait for Varen to open the portal
  Enter Halls of Torment
  Explore the Halls of Torment
  Defeat Tharn doppelganger
  Talk to your companion
  Continue through the Halls of Torment
  Find a way to destroy Lyris' shield (Destroy the shielding stones by jumping up on their level)
  Defeat the Lyris doppelganger
  Talk to your companion
  Continue through the Halls
  Defeat Sai's torturers
  Free Sai Sahan
  Talk to Sai Sahan
  Return to the Harborage
  Talk to Varen
  Talk to Sai Sahan

  I'm 30, went to the Harborage. Speaking with Varen does nothing.
  I'm sure I completed the Chapter 3.5 quest at level 25. Abnur is in the harborage so he is saved. Not sure what else to do.

  Having the same problem - Level 41 and Varen at the Harborage just tells me he needs more time...
  
  Edit: If someone is having the same problem: Abandom the "Demonweapon" Prologue Quest (a little time after that, Tharn wants to see you in Daggerfall, Davon's Watch or Vulkel Guard)
