New (faster and easier) method:

Whilst obtaining illegal goods should entail flying around in space and scooping up debris (as in my original solution), I found a much faster and easier way to obtain illegal goods - by starting Smuggling missions in the Bulletin Boards in any station (the ones requiring you to transport illegal goods from one station to another), and then ignoring the mission completely.

Smuggling missions are pretty widespread, check the Bulletin Board at every station you dock at and any mission with a skull with a white arrow will involve you being given illegal goods to take to another station. Accept a mission, check your ship's cargo (cn_X+cn_right to look at your ship info screen, then cn_RB across to the cargo tab) to check you've been given the goods.

Now all you have to do is find a station with a Black Market. Use the Galaxy Map to check nearby systems for stations with a Black Market (listed under facilities on the System Map when you have a station selected), fly there, and you'll find the Black Market under the Contacts panel in the station menu. Don't worry about getting scanned carrying illegal goods into a station - you'll only incur a small fine for your troubles.

If you want to you can locate a Black Market first, and with any luck you'll be able to pick up a Smuggling mission at that station and then promptly sell your goods straight on the same station's Black Market!

Original ("proper") solution:

Flying around in a system (in Super Cruise), on your contacts panel in your ship (to your left, where you select the stations and systems to jump to), you'll occasionally see "unidentified signal" or "low strength signal" etc.

I tend to see these around planets, stations, and stars, but they appear in the middle of systems as well. Once you've played the game for a little bit you'll start to notice them.

If you see an "unidentified signal" select it and get within the 1 Mm range needed to exit Super Cruise and land where the signal is. Once you arrive check your radar for objects and get them in view to target them with cn_Y. These signals may be other players, AI pirates, neutral ships, items floating in space, or nothing at all. Be wary. If it's an enemy and you don't fancy a fight then warp out asap.

You want to find items floating in space (i.e. Chemical Waste, Black Boxes). If you do so, then you'll need to target the item, open your cargo bay (cn_B + cn_up), and fly slowly over the item (when you open your cargo bay a blue targeting screen will appear next to your radar, you need to line the item up in the crosshairs as you fly over it). It's tricky, but after some practice you'll get the hang of it.

Once you've captured the item check your Cargo hold (the panel to your right inside the ship). The item will be in there, and will have a note next to it saying "STOLEN" and possibly have "ILLEGAL". If you have the latter then you're good. Now you just need to sell it on the Black Market. This can be found at some stations in the Contacts menu. You can check if a station has a Black Market on the System Map screen - hover over a station and check the "Facilities" section on the information tab. Once you find a suitable station (the smaller the better) travel there, dock, select Contacts -> Black Market, and sell your item. Don't worry about getting scanned on the way into the station, if you do then you'll incur a small fine, but you can pay this off on the Contacts menu in the station as well.
