Ok, so this achievement is unlocked by completing the last case. However I noticed on my game the last case had'nt unlocked even though I had completed all other missions on normal. I was gonna start a new save and chalk it down to a glitch but decided to carry on beating earlier cases again on hard. It was after I had finished half the cases (hard) and finished all races/tracks that it suddenly said I had now closed all cases. The last mission will now be unlocked. Hope this helps anyone else who got stuck.
