Short version:
1. Buy a fighting ship
2. Jump to any system you don't plan on using for a week (or you can split this across multiple systems)
3. Go to the Navigation Beacon
4. Kill 19 non-wanted ships in total

More detailed version:
If you get any fines in a system (for smuggling, speeding in stations, loitering around landing pads etc), and don't pay them, after one week (real time) the fine will turn into a bounty. If you ignore the bounty, it will disappear after another week. Therefore, you'll need to amass 25,000 CR in fines, and wait for them to turn into bounties, to unlock this. Bounties do expire, however, so you'd have to accumulate the fines over a single week, which isn't the easiest thing to achieve.

Alternatively, you can go straight for a bounty by killing non-wanted ships in a system. Attacking a ship that isn't wanted nets you a tiny (~400 CR) bounty. Killing a ship nets you a 5000 CR bounty. Therefore, killing 5 non-wanted ships in under a week (real time) will net you this achievement. Good places to find non-wanted ships to kill are the Navigation Beacon (found near the star you jump in to), and Resource Extraction Sites. Target the ships, and if they don't have red "Wanted" text in their description you'll incur a bounty for attacking them. You can either get all the kills in a single system or you can split the bounty across as many systems as you want.

One of the missions I picked up at a station told me to go kill civilian ships in a nearby system. After killing the 12 ships required for the mission, I had a bounty of over 55,000 CR in the system and had unlocked this achievement.

Note that incurring a bounty will make you a Wanted ship in that system, thus allowing security and the like to attack you. After killing a few ships at the Navigation Beacon I found it best to supercruise jump out of it and then turn around and drop back in, just to reset the aggro and stop multiple ships attacking me at once. If you want to do this in multiple systems, this will be much less of an issue. You will, however, become Wanted in multiple systems for a week until the bounties expire.

I did this in a well-kitted-out Vulture, but the ships you'll be attacking are mostly cheap transport and mining ships with no real weaponry. That said, the security forces around the Beacon will start attacking you eventually, so you still need to be careful.
