load up escape the embassy and as soon as you start do the take down on all 3 guys and load the checkpoint again and repeat until finished.

At the end of level 2 when you are on the boat after blowing up the dock you will be attacked by two groups of guys. The first group will have two guys and the second group will have three guys. I was able to get the achievement fast here while also going for the environment takedown too.
