To get this you need 4 kills while using Genji's DragonBlade ultimate, you do NOT need to get a quadruple kill so make sure you use your abilities - deflect and swift strike when needed. The DragonBlade ultimate lasts for 8 seconds (ediy: Now lasts 6 seconds), that's enough time to get 4 kills if done correctly, remember that you have the Swift Strike ability and its cooldown resets when you kill an enemy with it so make sure you use it as much as you can to disorient the opposing team.
The most effective way to get the achievement is to flank the opposing team in a game of Control since teams are packed together most of the times, the Control game type is playable on the following maps:

Lijiang Tower

I found Lijiang tower (Night Market) the easiest way to get this since there are two nice and more reliable flanking routes. You can do it on any other gametype as long as you see bunch of enemies grouped up.
Now, to make your life easier you would want a friend to boost this using Zarya/Mei's ultimate but you can do it alone with the right timing. Remember that the enemy team needs to be distracted by your teammates, if they see you coming they're going to kill you right away.
