The game is set up to complete the different sagas of the anime (Saiyan Saga, Frieza Saga, etc.). Each of the sagas has a series of chapters to complete.

To unlock this achievement, you must complete the last chapter of the Saiyan Saga, "Final Battle, Beyond All Limits!".

Vegeta is the last unlockable Saiyan Saga fighter and you must beat this level to unlock him and this achievement.

I believe you will also unlock "Meeting a Rival" achievement.
