This obviously takes place on the Ice Palace level, one of the second tier worlds.

After finishing the initial puzzle, and crossing the bridge into the ice palace, head through the double-doors on the right-hand side of chess puzzle. When you enter the entrance will close behind you. Opposite the entrance, a snowflake will come out from the wall.

You'll need to use your Play power to push it back into the wall. When you do this a timer and ticking countdown sound will start, and 2 more snowflakes will move out from the wall.

Push those 2 snowflakes in, and the countdown sound will reset, but 3 more flakes will come out of the wall. Do the same again and a final four will emerge,

The countdown sound actually plays through twice in the latter rounds, so don't panic if it sounds like you're about to run out of time the first time through.

Time is still tight though, so one tip I will give is, don't try to push the snowflakes back before they're fully extended from the wall, as it won't have any effect and you'll waste valuable time. You can also activate them from quite a distance away.

You also cannot use your powers when running, so it is best to walk around the area instead. (Thanks Jamiereloaded23)

You can always return to this level after completing it and give it another go. It took me a few tries to get the pattern of the snowflakes down, and to train myself to wait until the snowflakes were fully out.
