Scooping surface materials is very useful, essential even for Engineering and Synthesis, see below for more details on that. This is a full guide on how to scoop materials from the surface of landable bodies. If you already have an SRV and have landed on a surface skip down to the 'Finding . . .' title below for the specifics.

Firstly you need a ship that can house a 'Planetary Vehicle Hangar' - that's at least a class 2 slot in optional internal. Then you need to find a station that sells them, most large stations and stations in high tech systems have them. Buy a hangar and don't forget to buy the vehicle itself namely the 'Scarab'; this is your SRV.

Now make sure you have a 'Planetary Approach Suite' fitted, most ships have them by default but just to make sure. It's found at the bottom of optional internal modules.

Now you need to find a planet or moon to land on. Before you do this you may want to consider going somewhere to find specific materials for Synthesis or Engineering.

Synthesis uses raw materials to repair parts of your ship, restore fuel, replenish and augment ammunition, heatsinks and chaff, create limpets and to boost FSD jump distance. Check the Inventory tab of your Systems Panel (cn_X + cn_right) for all Synthesis requirements.

Engineering is used to improve your ship's modules; see this page to find out about Engineers and modules and the materials required to build them: https://inara.cz/galaxy-engineers/

Now with a raw material in mind you can use this page to find landable bodies where these materials are common: https://eddb.io/body
Simply type in the material/s you want and then the reference system of where you currently are and the site will list all the nearest bodies and their abundance of the requested material.

To land on the surface simply approach the atmosphere head on at a safe speed, get near the ground and deploy your landing gear, you can slowly coast the surface until the ship hologram turns blue indicating a safe landing site, descend and deploy your SRV from the Role Panel (cn_X + cn_down).

    Finding and scooping surface materials
This video courtesy of 'ChaosWulff' shows exactly how it's done in the SRV (skip to 1:15):
You'll notice a 'Wave Scanner' on your SRV dashboard, it looks like a radar and gives off a sound indicating the presence of a signal. There are three types of signal sources it can pick up; the first is for artificial frequencies like data points, bases and other anomalies, the second is for vessels such shipwrecks and escape pods etc, and the third one is the one you're looking for; natural sources like metallic rocks and meteorites.

Artificial signals appear at the top or outer part of the radar, vessels in the centre and natural signals appear in the lower or inner part. Check out this handy page to identify the various signals: http://www.wavescanner.net/

Essentially you're looking for signals any that appear on the lower part such as Bronzite Chondrites, Outcrops, Mesosiderites and Metallic Meteorites. Home in on a natural signal and drive towards it. You'll eventually find a target you can lock on to; shoot the target rock with your cannons until it breaks up into smaller scoopable rocks. Now just select one of these materials either directly or from your Target Panel (cn_X + cn_left) and deploy your 'Cargo Scoop' (cn_X + cn_down), then drive over it to scoop it up into your inventory.

Note: All materials gathered in this way are known as 'Raw Materials' they are displayed (along with manufactured materials) in the 'Materials' part of the Inventory tab in your Systems Panel. These materials do not require cargo space and differ from commodities that include other minerals and metals that are found in station markets. You will scoop '3' units of material for every piece you scoop up and you can carry up to 300 units of all types of materials at any one time.
