If you haven't started the DLC yet, you can use my unnecessary guide here if you're having trouble:
The Elder Scrolls Online: Tamriel UnlimitedFirst BloodThe First Blood achievement in The Elder Scrolls Online: Tamriel Unlimited worth 43 pointsJoin the Dark Brotherhood and complete the "Voices in the Dark" quest.

The second you get the above achievement you will acquire the Blade of Woe. You perform it by crouching behind someone then pressing cn_Y+cn_B when the prompt shows up. This will kill the person instantly.
You need to be careful if anyone is close enough they will give/raise your bounty or run off to alert guards if they see you do it.
(NPC's that you can't pick pocket/kill with the BoW won't care.)

You need to kill 100 civilian NPC's, I advise you to go to a area where guards normally don't patrol and plenty of room exists in between the NPC's so they won't run away or try to attack you.
A neat trick is you can sometimes cancel out the execution animation you do if you mash the cn_A button the second "Search" pops up on your victims body. I don't if it has specific timing, I haven't got the technique down where it works 100% of the time, it could depend on the execution you do or be completely random for all I know.

If you're apart of the Ebonheart Pact you can locate yourself to Ebonheart and then specifically Stonefalls where you will find a nice secluded dock. On the dock you can find a easy 10+ people to kill. A guard doesn't patrol the docks but one can be found some times near the land where the dock connects. Once you clear the area out I think you just have to wait a few minutes for them to respawn. You can also try logging your character in and out or fast traveling to another area then coming back.

If you're on the Aldmeri Dominion alliance travel to Vulkhel Guard in Auridon. It has this long dock/beach area where you can get a few more civilians than in the area mentioned above but that is at the cost of a higher risk with guards walking around. They're easily avoidable if you pay attention to where they are. They always walk in the same pattern and will stop and stand somewhere for a while. The area is also so big it can be that by the time you go from end to end, you can go back to where you first started and the civilians might have already respawned.

All in all this should take you roughly 40-ish minutes if you can consistently kill people without too much interruption.

If anyone knows of other good kill grinding spots I'll be happy to list them here.
