Playing on the Beta Centauri scenario on Diety difficulty, your first city will be attacked repeatedly by weak Barbarian units while your city defaults to having a Modern Infantry. Building two more to make an army, your defense will rise so high you'll win in seconds with no worries. 20 futile Barbarian attacks later and you'll get the unlock.
