Do the scenario "Beta Centurai" as the Greeks. Get your city to build a temple, cathedral, market and bank and then the Magna Carta wonder (in that order). The Greeks have a bonus that gives you lots of great people.
Many of them will add gold to your city. When you are making around 400 gold, build the internet wonder and this will double your income. Then whore it until you can build the world bank.
Change your city to production or customise it yourself. Then, voilà!
Its truly as easy as it sounds!

After finishing the scenario 'Its money that matters' as the Arabs, this achievement did not unlock for me. I loaded up the save and noticed I had a group of settlers, who I had kidnapped from another country, and had just left to defend in a forest.

I moved this group into one of the cities I had conquered and settled them in it. I finished up the scenario and the achievement unlocked.

Hopefully this will help anyone who has encounters the same problem.
