When the Ceres group reaches level 3 in research you get a mission where you have to defeat another enclave building. When you did that the Ceres boss appears and you have to defeat him. After that the achievement pops.
This can be done after you've completed the storyline. It may take some time when the mission to destroy the building appears. I suggest you do something else to pass the time and check every 20-30 minutes. Good luck.
