7 Portals and 35 Heavenly Feathers

This is not a quick achievement. At first, you will struggle to get a few portals open as the Heavenly Feathers are scattered throughout. Eventually, as you continue to uncover territory and clean up areas and the chests, you will get most of them unlocked.

Some tips:
-Most Heavenly Feathers are in a chest. So when you gain the energy spell, consider using the red devices to see if you are missing a chest. This can also help in getting leftover medallions or happy candies.
-The oddities shop in Central City always contains at least 1 Feather. Eventually, he will start selling Mermaid Tears which indicates he doesn't have anything truly unique left to sell
-While the first 34 Feathers are in the areas part of the main story, the 35th Feather can be found on Pia Island where the last portal is

Portal Locations:
1) Just outside the Costume Shop
2) Outside the Museum in Central City
3) Entrance to the Volcano
4) Outside the Green Witch's House
5) Below the Yellow Witch's House
6) Indigo Forest near the Final Dungeon
7) Pia Island (Almost immediately after arriving)

While the first 6 are possible just by completing the Main Story, the 7th Portal is purely endgame/mop-up. To reach Pia Island, you need to collect all 45 Truffles. With all 45, you are able to trade them to Truffly on beach in the Magna R-Delta area.

In terms of importance/order to unlock, it's personal preference. I started with Green Witch since I knew I was going to come back for upgrades frequently. Just my opinion for unlock order:

4) Green Witch - See Reason above
1) Costume Shop - Closest to the beginning of the game area. Whenever I would sweep previous areas for missed items, I liked to start at the beginning and work from there
3) Volcano - A lot of areas are accessible from here
5) Yellow Witch - I didn't use the Yellow potion much, but it would be convenient to restock easily (this is also the closest to the Desert area)
2) Museum - Not really worth much, but close to the Museum and

At this point, the last two you should already or nearly have the feathers necessary when you first come across them. Therefore, order doesn't matter after this.
