This is not a solution, instead it is a collection of the best available information on how this achievement works.

Per Rock Band's Twitter on how skill rating works:
We aren't detailing the literal ways, just aim to be a good player. ; )

I personally calculate everyone's skill rating by hand. I wish you would all stop playing so many songs; it's hard to get anything else done now!
If you played this game before the Rivals update you may already have achieved this rating. Check out your "My Stats" under career and see if you have a number over 900. If you do, play a song or two on that instrument and it should unlock.

If you don't have an instrument above that level, its currently unclear on how to advance your rating. I've tried on vocals, only playing all talkie songs and Gold Star & Crimson staring them and haven't unlocked it. I also have around 40 Expert FC songs on Guitar of about 70 songs that I've played, leaving me with only an 860 score. FCing more songs maybe will add a point to my score.

I finally unlocked this. Some keys to follow:
-Play songs you can 100% FC Gold Star on Expert only. If you know you had trouble with a song in a past game, don't even play it until you get this achievement.
-Posting a %100 medium score can lower your rating by 2-3 points.
-Going from 92% 5-star on Expert to 100% FC/Gold Stars will raise your score a point
-Posting a first time score that is 100% FC/Gold Stars will also raise your score a point
-The best way to raise your score is to find songs that you played on Hard or lower difficulties and improve on them. The poorer score you have on a song, the more it hurts your rating. By posting a higher score on that song, you gain the point or two for posting a great score, and the negative points for having the lower score are eliminated.

Some things that had seemingly no effect:
-I deleted songs from my library with poor scores that I couldn't improve on. It did not raise or lower my skill rating.
-Really easy songs, even when 100% FC/Gold Stars had no effect on my skill rating. (This may only be for those in the 800s)
-Getting Crimson stars on songs that are already 100% FC/Gold Stars seem to have no effect (I only tried this once)

Disc Song Method:
I'm fairly certain the way to get this is to play disc songs on expert.

I started with a 143 score on bass and was able to build it up to 918 in a single day.
While DLC songs (likely the bulk of your library) will move it a few points, disc songs seem to greatly enhance your skill rating.
To me, this makes sense as right below your skill rating in the stats menu the game lists the total disc score.

Basically, I played a song on bass with the goal of gold starring it.
Full combo is difficult for me; I either overstrum or miss at least one note.
I started with the easiest tier, playing one song in each tier, and moving up until challenging (I cannot gold star a song in the nightmare or impossible tier).

My rating (updates after every song) went up as follows:


After that, I tried the same thing but with DLC songs, and my progress slowed:


After I only went up two points for gold starring a challenging song, I checked my disc score. It was only at about 1.2 million total.

So I played (and gold starred) No One Like You by Scorpions. It is a 1* song on bass and not difficult. When the song ended, I had the achievement! My score jumped from 775 to 918.

I apologize for the lack of step-by-step details, but I am pretty confident that the disc song method is how to get this achievement. If you have trouble, please let me know.
