In this game, you cannot start a legacy with a top school. Instead, you have to choose from a pre-determined list of schools and make your way, as a coach, to a job offer from a power conference school.
I picked Northern Colorado and simmed every game. If I lost, I reloaded... if I won, I kept going. Now you will also have to play a couple games, so simply adjust time to 1 minute and sliders to your advantage.
After 1 year (and winning the National Championship), I was told that I hadn't been in the school long enough to get a job offer. Don't worry, that's normal ... you get job offers after 2 years, no matter how you perform with your team.
So, after 2 years (2 championship wins also), I received offers from schools, but only from mid-major and major conferences. I chose a major conference school : San Diego State Aztecs (to see which conference they are in, press RS). If no major conference schools appear, reload your game after you championship win : the job offers will differ.
After 2 other years (and champ wins) with San Diego, I received different offers, of which only one was in a power conference : Auburn Tigers, from the SEC conference. As soon as I accepted, I got the achievement "Job Offer".
After 2 other years (I know, it takes forever), I had many offers : Maryland, Wisconsin, North Carolina ... but it was with Syracuse (Orange) that I got the achievement for Top Recruit, simply because a lot of prospects came from New-York. I followed the strategy listed on the other guides to get Top Recruit (created a few prospects from Syracuse, spent all my points for recruiting each day, chose coaches with charisma).

-Sim the first year in career legacy, qualify for a job offer from a team the second season by winning many games, and then pick a team to join. You'll do this 3-4 times until you can join a team in a power conference.
*PRO TIP #1 At the end of the season you'll get a page of teams looking for coaches. Just go through all of them and decline all those not in a power conference. *PRO TIP #2 You can save before the end of the season and reload your save if you want to join with a better team. To check if a team is better click the right-stick to see their record.
