Your first chance for the achievement is in Fort Frolic after completing Cohen's masterpiece. Kill him after he walks down the stairs and admires his masterpiece. Then take a picture of his corpse.

The second chance is in Olympic Heights. Enter Cohen's apartment and kill the two dancing people by the piano. Cohen will attack you and you can kill him and take a picture of his corpse. You can now enter his room and get the "Found Cohen's Room" achievement too.
