This should be the first achievement you unlock in the game, shortly before the end of the Welcome to Rapture level after watching a Big Daddy fight a Splicer you will walk down some stairs and come across two Splicers crouched in some water. Pull out your Electro plasmid and shock them and the achievement will unlock.
