These missions seemed straightforward to me, until I found myself seriously frustrated at the first race. What's more, going online for assistance yielded such helpful results as "they're pretty easy, just get through them with all golds and the achievement is yours."

Yeah, no. This was not that easy. In the end, I'll say that they weren't that hard, but some pointers (and some patience) are definitely in order.

There are 5 Harbor Dash races in all. They are set up like timed slaloms:

a. You have a certain amount of time to complete the race.
b. You must go through each slalom gate in order. The next active gate you need to pass through will be lit up. You cannot skip gates.
c. Each slalom gate you pass through adds a certain number of seconds (ranging from 7 to 22) to your time remaining.
d. Your final medal awarded depends on the time remaining when you cross the finish line.

Slalom gates are set up as two buoys. The left side of the gate is always the green buoy, and the right is always red (memory trick: Right = Red).

Harbor Dash Race 1 is unlocked after completing all of the tutorials.

Pointers for each race are as follows:

Race 1 ~ Complete with 80 sec remaining for gold.
First and foremost, you know how the on-screen tutorial tells you to use RT for the throttle and LT for the brake? Ignore that. Ignore it entirely. The only input on your controller that you should be using is the left thumbstick. What's more, you should always be pressing it forward, and your left-to-right range should be from about 10-o-clock to 2-o-clock, in a semicircle around the top of the thumbstick.

Using this strategy, give the course a go, repeating as necessary until you get those screwed up controls down pat. You'll pretty much never win any of these races on the first try, but you should always play them through to the end for practice.

Winning at least a silver unlocks the next race.

Race 2 ~ Complete with 85 sec remaining for gold.
This level introduces some blue water ramps, conveniently advertising "Deadliest Catch" on them. I know they look cool, and I know that they make you go super fast and super far in a lot of games, but IGNORE THEM. They do nothing but slow you down and make you risk flipping your boat (an instant loss). It is ALWAYS quicker to go around them.

Winning at least a silver unlocks the next race.

Race 3 ~ Complete with 95 sec remaining for gold.
The first part of this race is quite straightforward. However, about 2/3 of the way though, you'll go through a gate, and the following gate will be nowhere in your line of sight.

Do not use the right thumbstick to look around. It doesn't auto-reset behind your boat, so you can end up incredibly confused at the instinctive level. You can click the right stick to re-center the camera, but it's best practice not to touch it in the first place.

The "missing" slalom gate is to your right, so head that way after going though the aforementioned gate. The final gates are close together and quite curvy, so you'll need to have a tight path set to get through them all. Practice is key here.

Winning at least a silver unlocks the next race.

Race 4 ~ Complete with 120 sec remaining for gold.
This one starts out simple enough (but remember, ignore the ramps!)

As you're cruising along the coastline in this mission, you'll run into a section where there is a blue warehouse to your left, and a slalom gate to your right. Closer inspection of the gate will show you that, from your current position, the red gate is on the left side (however, Red = Right).

You'll need to make a seriously sharp turn at this gate to get through it. For what it's worth, though, this is the only difficult part of this race, even though it's a doozy.

Winning at least a silver unlocks the next race.

Race 5 ~ Complete with 75 sec remaining for gold.
This race has you casually moving serpentine between a number of slaloms. It's nothing too rough, until...

Once you approach the last gate before you exit into the harbor, you'll see the next gate ahead of you. Unfortunately, there's also a Coast Guard vessel that WILL mow you over if you go straight for the next gate.

Once crossing that last gate before the ship, move as fast as you can across the path of the coast guard boat. Once you're in the clear, carefully redirect yourself to the next gate. Be careful though, as the vessel creates some waves which may screw you up.

Chances are, this will take multiple tries, but once you're past this part, it's incredibly straightforward.

Achievement pops once the game spits you out to the main menu after your last gold medal.

Good luck!
