Easiest place to earn this achievement is the back of the mansion. There are a bunch of potted plants, tables, chairs, etc. by a pool, make sure you have an RPG (You can get one from most soldiers in the city or a "destroy target" objective area if you need one)

Aim between the tables and pots, shoot and most likely you will get 3+ down in a single shot, repeat this until the achievement pops.
