As you progress through the Story Mode, you'll unlock being able to jump out of the water and catch bugs. After that, you'll unlock the Speed Bonus bubbles. Once that happens, grab the bubble and speed up towards the top of the water as fast as you can, and jump out of the water, pressing A as many times as you can (1 jump to breach the water, and 4 more to flip).

This will take some practice, but the Speed Bonus bubbles really help, and you'll get this eventually.
