As you progress through the Story Mode, you'll unlock being able to jump out of the water and catch bugs. After that, you'll unlock the Speed Bonus bubbles. Once that happens, grab the bubble and speed up towards the top of the water as fast as you can, and jump out of the water, pressing A as many times as you can (1 jump to breach the water, and 4 more to flip).
This will take some practice, but the Speed Bonus bubbles really help, and you'll get this eventually. |

You can actually get this achievement within 5 minutes of purchasing this game.
Start a Party Game with another person or a dummy controller. (at least 2 players are needed). I don't remember the name of the mini-game, but play the one where all you have to do is jump out of the water and do flips. Wait until you see both powerups floating above the water - jump up and get them both.
When you have the powerups, swim down to the bottom, then back up to the surface and jump out of the water, and tap A as fast as you can 4 times . It should unlock no problem.
It literally took me less than 1 minute to get this Achievement.
EDIT: Because someone couldn't even figure out how to land a SINGLE flip, let's assume you don't know ANYTHING and be clear that you actually have to SUCCESSFULLY land the flips. Bellyflopping will result in an unsuccessful attempt, just like it does for a single-flip.
Also, to turn your Xbox on, press the power button.
And make sure it's plugged into a power source.
