This happens in the segment where you are 16. It is actually possible to skip the test by being very negative about it and making excuses. There really isn't any reason to skip it though.

MAKE SURE YOU TAKE THE TEST TO GET THE ACHIEVEMENT.

Take the G.O.A.T test in the beginning of the game it takes less then 5 minutes so you should take the test and some of the answers are amusing

NOTE: if you tell the teacher you really dont want to take the G.O.A.T you will NOT get the acheivment

There's a known bug: sometime you sit down and nothing happens... that's how I missed it.

Reload a previous save game and try again.
The bug even occurs if you fight the Tunnel Snakes gang outside the door. If you wish to get the good karma, talk to them instead.

If you're on a long playthrought, you can always reloald an old savegame, ignore the guys and run to GOAT: it's works.

What Seraphim Needed is referring to is that you can choose not to take the test by selecting do i really have to take this stupid test. But weather or not you do you can still change your results but doing the test is the way to get the achievement.
