This unlocks on the vocal tour. Sing the first gig to unlock Ozzfest. Then, complete Ozzfest to unlock Ozzy Osbourne as a character.
Then, to "rock out" as Ozzy you can either purchase him as a character, or you can select him for free by playing online.

To get this achievement you must play any song with any instrumment as Ozzy Osbourne.This can be done on ANY difficulty. To unlock Ozzy Osbourne you must complete the the gig at Ozzfest as the singer. You must then go back and "select a character." The only thing is that you have to actually buy him, OR you can also go online and he will already be in your list in preferences even if you didn't buy him. Just select him and play a song.
