You will unlock the Nuge when playing the guitar career, after you finish the set in which you battle him. He costs $10,000, so what I did was buy him, play a song and then exit to dashboard so I can have that 10K back for the other characters.

To get this you have to buy Ted Nugent after unlocking him after the ninth gig (Kentucky) and then play a song with him.

He costs $10,000, however, it is possible to play with online without purchasing him.
To change your musician online select Preferences then Rocker, and select him (once unlocked), then complete any song online as him!
