After making some progress in the game you will unlock the Beaches garage along with the payback challenges. You are required to destroy each car within a time limit and you must destroy all the cars without damaging out to receive the full amount of money. However, you dont need to complete the payback missions to get this achievement. If you get stuck you can just keep getting the first few cars until you have the achievement.
