Go to Megaton and when you speak to Lucas, ask about the bomb. Tell him that you might be able to disarm it. Go to the bomb which is situated in the centre of the town and Activate it. Choose whether you want to disarm it or set it off.

You can activate this quest by talking to the Sheriff of Megaton, Lucas Simms, or the shady looking guy called Mr. Burke, who is found in Moriarty's Saloon.

Lucas Simms wants you to disarm the bomb in the middle of town. You can do this if you have an Explosives skill of at least 25. You can also take some Mentats to increase this skill, if it's not high enough, to help you disarm the bomb. Once disarmed just head back to Lucas to get your reward, and your achievement.

If you want to help Mr. Burke you have to put a Fusion Pulse Charge inside the bomb (This is given to you by Mr. Burke). Again this requires an Explosives skill of at least 25, but you can also take the Mentats to boost this. After rigging the bomb meet Mr. Burke at Tenpenny Tower, which is at the south-west corner of the map. Mr. Burke allows you to detonate the bomb giving you minus 1000 Karma, the lowest in the game. Be warned that once you blow up Megaton you will lose all of the quests there! After that, you get your reward and achievement!

If you talked to Mr. Burke then to Lucas Simms you can tell Lucas that Burke wants the bomb to go off. Upon hearing this Lucas sets off to deal with Burke. Lucas Simms may die here. If so you can collect the reward from his son, Harden Simms, if you disarm the bomb.
