Like all the achievements in this game you can either do it legit by reading on, or watch the video at the bottom for the way to unlock everything within 2 minutes.

Level up by simply playing the game! Complete quests, discover towns and outposts, kill the monsters of the wasteland and have fun! By the time you reach level 8, assuming you have neutral karma which can be checked within the Pip-Boy menu, this will unlock.
