Kill 300 humans like Raiders, Punks, Soldiers, you can even kill villagers, but keep in mind your about to get evil if you kill civilians.

daktr is pretty spot on with the solution but i would just like to add that if you press the dev key and type in

addachievement 41

it unlocks the achievement instantly
