Power weapons are found in places throughout story mode. There are 12 in total and can be found in gold boxes. In order to get the achievement, you only need to open the box (no need to actually pick up the weapon). Only one power weapon is found per level and they are found on the levels:
White’s Estate
Siena
Opera House
Sink Hole
Shanty Town
Science Center Exterior
Science Center Interior
Miami Airport
Montenegro Train
Barge
Venice
and Eco Hotel

And thanks a lot to PriorKarma for confirming there's no way to track which guns you already have but you CAN quit the level after opening the box and it will still count.
